·        The role of associations in mem enterprises
Scheme for capacity building, strengthening of database and advocacy by Industry/Enterprise
Associations and for holding Seminars/Symposiums/Workshops by the Associations
1)      Strengthening of Data Base- financial assistance for the Secretarial and Advisory/ Extension services
To strengthen the role and increase the efficiency of the associations of Micro and Small Enterprises, financial assistance for the Secretarial and Advisory/extension services to selected associations may be provided up to a maximum of Rs.5 lakh, depending upon the size and reach of the Association.  To be eligible, the beneficiary Associations will be required to provide the regular manpower and office space at their own cost and also bear equivalent/ matching contribution towards cost of modernisation of their facilities and equipment and training of their personnel. Efforts will be made to cover a large number of Associations within the ambit of the Scheme and an Association receiving financial assistance under the Scheme will not be eligible to receive financial assistance again under the Scheme for the next three years.
Under the Scheme, the following machinery and equipment needed by the Associations for upgrading their capacity (both qualitatively and quantitatively) to collect and interpret data relating to changes in the market scenario, Sub-Contracting Exchanges, Testing Laboratories, etc. shall be eligible to receive financial assistance :-

Phase I

(a) Computer and its peripherals including software     -           Rs. 4,00,000/-
(b) Furniture and Office Equipments, e.g. fax etc.          -           Rs. 1,50,000/-
(c) Photocopier Machine and its Accessories                 -           Rs. 2,00,000/-
Phase II
(d) Consumables per annum                                              -           Rs. 1,00,000/-
(e) Training of the staff                                                       -           Rs. 50,000/-
(f) Expenses on Travel etc.                                                 -           Rs. 50,000/-

The Ministry of MSME/Office of DC (MSME) would provide 50% of the cost of modernization of the facilities and equipment and training of   personnel, etc remaining 50% of the cost would be borne by the Associations.

- On furnishing of the utilization certificate as may be prescribed. The utilization certificate should be for the entire amount sanctioned in Phase I

 
(i) First installment of 50% of the

2)     Seminars/Symposiums/Workshops
 For organizing Seminars/Symposiums/Workshops,   maximum of Rs.2 lakh would be provided to National Level MSE Associations and Rs.1 lakh to Regional/State/Local Level MSE Associations.  The Associations   can avail financial assistance under this component only once   in   a financial year.   While seeking financial assistance, the Association concerned shall indicate the tentative cost for holding the Seminar/Symposium/Workshop along with details of participation expected and deliverables/outcome of the proposed Seminar/Symposium/ Workshop.   Further, it shall undertake to meet   50% of the expenses in case of National level Associations and 25% in case of Regional/State/Local level Associations, out of its own resources. On completion of the activity for which financial assistance has been sought/provided, the Association concerned shall give a Utilization Certificate to the satisfaction of the Government, failing which it would be debarred for receiving any financial support in future.  Release of financial support would be as under:-
 (i) 50% of the sanction amount to the released subject to:
(a)  Submission of detailed cost estimated by the Association;
(b) Undertaking by the Association to bear at least 50% of the cost from its own resources in case of National Level
     Associations and 25% in case of Regional/State/Local Lever Associations
(c) Recommendation by the Screening Committee.
(ii) Balance 50% to be released   subject   to   successfully organization of   the Programme, submission of final accounts Utilization Certificate and recommendation of the Committee.
 The item wise break up of expenditure admissible for receiving financial assistance under the Scheme is given in Annexure-I and Annexure-II.
3)       Mechanism for operating the Scheme:
The Scheme will be given due publicity  and   proposals will be invited from eligible MSE Associations  who may submit the proposal either directly  or  through  MSME-Development Institutes  located in various States/UTs.   Along with the proposals, the Associations may clearly enlist deliverables expected as a result of the Scheme.   On receipt of the proposals, the same will be placed before a Screening Committee, inter-alia, to decide about the relevance of the Seminar/Symposium/Workshop to the overall objective, the criterion for selection of the Associations for short-listing the Associations and the amount payable to each short listed Association.   Thereafter, the recommendations of the Committee shall be submitted to the Competent Authority for release of funds. While submitting the proposal, the Associations will be required to undertake to meet 50% of the total sanctioned amount from out of their resources in case of strengthening the data base and   for organizing Seminars/ Symposiums/Workshops.  
 To short list the Associations and to recommend the amount to be given to each Association, a Committee has been set up
under the Chairmanship of the AS & DC (MSME) with the following composition:

1. ADC (Planning), O/o the  DC (MSME)                         Member
2. Economic Adviser,  M/o  MSME                                   Member
3. JS & ADC (MSME Policy), O/o the  DC (MSME)  Member
4. Industrial Adviser,  O/o the  DC (MSME)                    Member

 The Committee shall submit its recommendations to the Competent Authority for Approval. 

Seminars/Symposiums/Workshops organized by the National Level Associations
Total budget is four lakh
50% of the cost could be borne by the concerned National Level MSE Associations.  The remaining cost of 50%, subject to a ceiling of Rs. two lakh would be met by GOI’s assistance.
Seminars/Symposiums/Workshops organized by the State/Regional/Local Level Associations
Total budget is 1.25 lakh
25% of the cost would be borne by the concerned State/Regional/Local Level Association. The remaining cost of 75%, subject to a ceiling of Rs. one lakh would be met by GOI’s assistance.

Central Govt. has been executing the incentive scheme for providing reimbursement of charges for acquiring ISO 9001-2008 certification to the extent of 75% of the cost subject to a maximum Rs. 75,000/- in each case. ISO 9001-2008 is a system to facilitate adoption of consistent management practices and production technique as per the ISO guide lines & requirements. This facilitates achievement of desired level of quality while keeping check on production process & management of the enterprise.

·        Entrepreneurs in the field of marketing
            Only listen to those experiences who have become entrepreneurs after 1991 and marketing their product either in India or abroad. They are the entrepreneurs who have started their enterprises in unprotected business environment. Their experience is just like similar to the today’s children using electronic gazettes like mobile or computers. Because their enterprise has taken birth in unprotected business environment and they are accustomed with the game of marketing. I know such one J.P. fine chemicals enterprise which claims that they have acquired worlds 17% market share of few high profile medicines.
            Entrepreneurs have to concentrate on Features (F) Advantages (A) Benefits (B) (FAB) of the products. The enterprises have to offer goods and services of desired quality at optimum cost. Select the right market/customers identified at the time of planning the unit. The transit of services or products from manufacture to the end user is known as marketing channels. It may be manufacturer to wholesaler to dealer to retailer to end user or with any combination from manufacturer to end user. Establish direct marketing channels or a network of dealers as per requirements of the product based upon initial survey. One should highlight the uniqueness, FAB, strengths, innovativeness, price, variety of options, after sales service, of their products or serives.
·        Make your new product a popular one
            One has to make his service or product popular for marketing his/her services or products. Think from the point of view of the buyer or end user. Why he will see your product and how he will buy your product. Either it is need based or it is pleasure.
            One may create awareness among the buyers or consumers about your services or products strong points, uniqueness in order to convince them of the utility of the product. Mouth publicity, distribution of handbills, display of banners, press conference, press note, launching of the product event; demonstration of the product, advertisements in daily newspapers or TV channels, services or products websites, presence of social community sites, portal of the services, distribution of free samples, display of air balloons in the sky, hoardings, digital display boards, e-mails, SMSs, parts in exhibitions, product stickers, etc. these are some of the means for giving publicity to the products. Publicity in various available forms has to arrange within the budgetary constraints. Indian market is very peculiar market poor people may need quantity with bothering about quality; middle class people are aware they may need quality at a reasonable price; rich people may need excellent quality & may not bother about the price. So entrepreneurs should be aware about the niche market of their products. You should sale your products & gain the confidence of the consumer’s and tries to retain the consumers/customers. One may get & review the consumer feedback, NSIC, MSME, MSSIDC, help in popularizing the product through domestic and international trade fairs or exhibitions.  
·        No marketing assistance in private but some marketing assistance through government
In fact there is no such agency who will take 100% guarantee to sale your services or products. It is your duty to search & identify the market. Again NSIC, MSSIDC, KVIC are the Govt. agencies for providing marketing assistance to MSM Enterprises to some extent. NSIC directly market the MSME product in the domestic and overseas market. NSIC also manages a single point registration scheme for manufactures for Govt. purchase. Unit’s registered under this scheme get the benefits of free tender documents and exemption from earnest money deposit and performance guarantee. 
·        About exports
ECGC, DGFT, ITPO, FIEO, Chamber of Commerce in different countries, ministry of commerce provide assistance in providing exports. Office of the DC, MSME provides financial assistance to MSM Enterprises to display their products in overseas fairs & also for sales – cum – study tours abroad.
MSM Enterprises gets special benefits such as duty drawback, advance licensing for import of capital goods & raw materials pre-shipment and post shipment credit against firm export orders, marketing development assistance, income tax benefits, from Govt. agencies.
·        The scheme of Bar coding
To attain global standards “bar coding” should be adopted. To facilitate adoption of bar coding MSM Enterprise the Central Govt. has launched a support scheme.

Livelihood activity training for below poverty line men/women; self employment training for educated unemployed youth, vocational training or entrepreneurship training for scheduled class, tribes and general class, programs for physically challenged people, similarly both training for women, ex-servicemen, entrepreneurship development training for potential entrepreneurs; management development programs, seminar & workshops on different themes for existing entrepreneurs are being conducted in the training market.
Even tailor made courses are available for college students, VRS/CRS/NRI people. So it is up to individual to think which course is suitable to attend.
If you are sharp even to generate business ideas, visit & collect information, develop network, influence officials, get the work done from others, implement your own ideas, then you may not attend any course. But the training course will provide you such information, skills & attitude in short span of time, in less cost, with less effort.
Normally there are three kind of training programs i) awareness program, ii) vocational program and iii) entrepreneurship development programs (EDPs). Duration of such programs is 3 days to min to 2 weeks to 12 weeks respectively.
There are number of Govt. organizations (GOs) well as NGOs, educational institutions, who organize such training programs. Organization like DIC, CEDs, TCOs, govt. agencies MSME, NIESBUD, NSIC, NISIET, EDII and other state organizes many kinds of training programs in all the parts & corners of the country. 
Special training programs like Central Footwear Training Institute provide training for footwear, Tools Room & Tool Design Institutes provide training in Engineering Industry; Coir board provide training on coir industry. Food technology training provided by CFTRI; likewise other technical training is provided by various institutions of Centre & State Government.
Nowadays many educational institutions have started diploma & degree courses in entrepreneurship. Even management institutions have MBA in entrepreneurship.
The machinery suppliers, machinery manufacturers, equipment providers, product manufactures are also a source of training providers. They are in the sales of manufactures business. For example: Garware Polymers are the manufactures of sun glass films they provide training for small vendors of pasting glass films. Machinery installation & commissioning is the prime responsibility of machinery suppliers; same is the case with erection of machinery.

            The Project Report is an important document; it is a proposal of proposed plan or business activity. The project report contains detailed information about following aspects.

        About availability of market
        Product process
        About the competition
        About availability of raw materials (Indigenous/Imported)
2)     Plan : Information about capital requirement
a)     Land and building area details (Owned/Rental), The Price or Rent details
b)     Machinery details. It includes the information about:
i)                   Title and description of machine
ii)                Indigenous/Imported
iii)              Machinery details with production capacity
iv)              Power required
v)                 Price, etc total of all above
You also have to consider –
i)                   If the machinery is imported the different taxes
ii)                Octroi
iii)              Transportation charges
iv)              Machinery erection/installation expenses. Total of all above

Preparation of project report requires knowledge about Calculations, Break Event Point (BEP) analysis, Ratio analysis like Return on Investment (ROI), etc. One has to learn, read and write his/her own project report. It is always better to understand & know your project well.
·         Availability of standard profiles/pro forma for preparation of project report.
The model project profiles are available with CEDs, TCOs, Banks, MSME, DIC etc organizations. One may also get blank pro forma of the reports form financial institutions, CEDs and TCOs. However, the available project profiles have to be recast in accordance with specific needs of the entrepreneurs and the current prices of inputs. 
·         Support agencies to prepare project report.
Agencies namely Maharashtra Industrial & Technical Consultancy Organization (MITCON); organizations registered with MSME under RGUMI Project in the States, Chartered Accountants, DIC, SFCs, NSIC, MSME institutions also support to prepare projects.
·        Support agencies for selection of production process & equipments.
Micro Small and Medium Enterprises Development Institute; Design and Development Centres like MSME Technology Development Center/Tool rooms; R&D agencies like NRDC, CSIR, Regional Research Laboratories; TCO’s, NSIC are the support agencies, in this regard.
